PARRACOMBE PARISH COUNCIL
Draft minutes of a meeting held on Tuesday 20th February at the village hall, Parracombe. The meeting opened at 7:30pm.
Councillors present: Mr J Holtom (Chair), Mr I Tansley, Mr K Green
Clerk: Mrs J Walters.

  1. APOLOGIES
    Mrs S Bastock, (Vice-Chair), Mr S Cheetham,  Mr D Austin.  Cllr Davis, Cllr Gubb, Cllr Lovering. Police .
  2. PLANNING 62/43/18/001 Replacement of machinery shed, Heddon Valley. As per amended plan dated 05/02/18. Already approved.
    WTCA Old Post Office, Parracombe T1 fell overgrown hedge ash. T2 trim ornamental cherry. T3 fell cedar and replant with rowan. T4 pollard holm oak bush. T5 fell birch growing from side of bank. G1 cut and lay overgrown ash and sycamore boundary hedge. There were no objections to this work going ahead.
    62/50/18/001 Proposed development of campsite being open from May to Sept annually. Vention Woods, Heddon Valley.
    The PC voted to refuse this application for the following reasons:
    Vention Woods track is a footpath- 21 connecting to path 5 to the north and path 22 to the south. It is also a permissive bridleway which has been in use for over 30 years.
    It is a SSSI and an access corridor for red deer and the area is used as a nursery by hinds and calves.
    Recent felling of trees in the area would pose a safety issue for a proposed campsite.
    The walk into the site would be 1.2 or 2km depending on the route taken the shorter is very steep and passes houses. There is no vehicular access which would be a real problem in the case of an emergency. Would there be a telephone landline for emergencies as the mobile coverage is very poor?
    This does seem to be the right site for wild camping and would have a detrimental effect on the environment.

  1. MATTERS AT CHAIRMAN’S DISCRETION Mr Howard-Baker is back from his holiday so we hope to progress with the Village Hall soon.
    Parking issues- recycling could not be collected from Churchtown/ St Petrocks area one week due to parked vehicles.
    There were 2 school mini buses parked in the VH car park over half term which could have caused problems if there had been an event in the hall.
    There are to be zigzag lines opposite the school entrance to prevent parking.*
