Draft minutes of a meeting held on Wednesday, 22nd August, 2018 at the village hall, Parracombe. The meeting opened at 7.30pm.

- PLANNING . 62/50/18/006 Ivy Cottage, Parracombe. The following response was sent in on 14th August. No changes were needed.
Parracombe Parish Council considered the earlier submission which was withdrawn and has now been re-submitted and stated :- while they have no objection to the principle of extension to this dwelling they conclude that the design is contrary to policy CE D4 and HC D15 as this property is located in the conservation area and is reputedly one of the oldest structures in the village. The extension design is alien and fails the CE D4 policy on a number of points and regarding HC D15 the design is considered disproportionate the with original dwelling and would impact upon the settlement character of the conservation area. The PPC would add; that it is regrettable that consultee responses received at the earlier submission have been ignored and no changes made.

- RAOB VILLAGE HALL FUNDING PROPOSAL.
Funding options for VH purchase were presented discussed. Cllr Austin has looked at PWLB repayment options and put together a business case to support the loan application. There are 3 methods of re-payment with an annuity of fixed 6 monthly repayments over 30 years being the preferred option. This would add around £13 annually to a band D property in Council Tax. This proposal will need to go out to public consultation. A resolution to go ahead with this was proposed by Cllr Harding and seconded by Cllr Cheetham. All were in favour. Thank you to Cllr Austin for putting all this together.

b) RTA Parracombe Lane Head. A family rolled their car on this corner on 18th August. This is latest in a series of accidents on this bend. Clerk was asked to contact highways and ENPA on this matter. Request a road inspection by highways and ask for additional road signs/markings. The crossing is used by walkers and riders and is a health and safety issue for parishioners.
c) RofW definitive map review. The Parish Council is in support of the adoption of the changes proposed in Parracombe. However there are grave concerns over the request to upgrade the bridleway over Homer Common to a byway. Also need to ask why have applications made by previous PC members not been considered, what more evidence of use is deemed necessary?
