Minutes 1 December 2020
A virtual meeting of the above-named Parish Council held on Tuesday 1st December 2020 at 7.30pm
using Zoom as the internet meeting tool.
Present: – Cllr’s. Austin, S. Bastock, H Bloore, Cheetham, D Harding and Holtom (Chairman).
Also, in attendance, one member of the public, together with the Clerk

01/12/20 Welcome by the Chairman and Introduction
The Chairman welcomed all to the meeting

One member of the public spoke giving an update of the ash die-back disease along the railway line

04/12/20 To approve and to sign the Minutes of the meetings held on 3rd November 2020
The minutes were signed as a correct record after a typing error had been changed on minute item 22/11/20. “a” instead of “y” on the name

Location: ORCHARDSIDE, PARRACOMBE, BARNSTAPLE, EX31 4QJ
Proposal: Proposed erection of 2 no. two storey extensions.
It was proposed by Cllr. Harding and seconded by Cllr. Bastock to have ‘no objection’ to this application as it was of a sympathetic design and providing it fitted with ENPA regulations the Council had no objections
Cllr. Cheetham explained the planning proposal and the Chairman asked for questions. Cllr Cheetham stated the extension was not going to be used for a B&B
The Clerk then put Cllr. Cheetham out of the “zoom” meeting so that he could not hear, see or participate in the forthcoming discussion
It was proposed by Cllr. Harding and seconded by Cllr. Bastock that the Council have ‘no objection’ to this rather large extension; as it was of a sympathetic design and providing it fitted with ENPA regulations and because there had been no comments from neighbours the Council should agree to the proposal. This was carried unanimously

The Clerk outlined the budget proposals, working on the figures from last year and this. There was no added budget proposals save that the running costs of the new shop need to be taken into consideration. This was noted
/3 Setting of the precept 2021/22
After discussion it was decided to leave the precept at the same as it was last year and of the previous year. £10,049.74
09/12/20 Exmoor Nature Recovery
The Chairman outlined proposal to keep Council land and any free land to be set aside for nature conservation/recovery. This included the land over the main road as well as the Coronation playing field. All member supported this proposal
10/12/20 Correspondence
The Clerk reported that he had been receiving the Exmoor Review (Exmoor Society) Volume 62, 2021
and asked if they was a way to circulate this and other correspondences during these Covid-19 times. Cllr. Harding volunteered to pass the booklet round if the Clerk could drop it in to her house. This was agreed
