Minutes 11 January 2022

A meeting of the above-named Parish Council held on Tuesday 11th January 2022 at 7.30pm
using “zoom” as the media platform.

Present: – Cllrs. D Austin, S Cheetham, S Bostock and J Holtom (Chairman).
Also, in attendance, was County Councillor A Davis together with the Clerk and three members of the public

01/01/22 Welcome by the Chairman and Introduction

02/01/22 Open Public Participation Session

A member of the public drew the Council’s attention to a possible planning application concerning work on the new train line from Woody Station to Parracombe Halt and the implications that this will have for the village.

The Chairman replied that the Council cannot comment on a hypothetical situation, and that until an application is received the Council will make no comment.

04/01/22 To approve and to sign the Minutes of the meeting held on 7th December 2021.

These were approved but will be signed by the Chairman at the next meeting.

05/01/22 Matters arising

The Clerk raised the following points:

  • Training with the new defibrillators will be left until the present Coronavirus situation settles down.
  • The Clerk asked for a list of jobs that the parish highways team were hoping to achieve in order to request the correct equipment needed to do the jobs in hand. Cllr. A Davis said she would obtain the equipment as soon as possible and asked for a list of type of work to inform Highways?
  • The annual check of the playground equipment is due, and the Clerk has passed this on to the PCT for their attention.
  • The Chairman reported that the new lease for the car park area at the new shop needs attention and asked the Clerk to remind him.

Location: Blackmoor Gate Market, Kentisbury, Barnstaple, EX31 4NW
Proposal: Proposed demolition of open-sided sale ring and erection of building (320 sqm) for use as livestock sale ring and associated office, store and toilets.

After intensive discussion it was decided to support this application as it supports local employment and agriculture.

However, the Parish Council are very concerned that the Devon Air Ambulance have not been consulted concerning this application. Devon Air Ambulance have a night landing station on the same ground as the applicant is applying for permission. The Council are concerned about the landing facilities this new build will have on the landing and the landing lights. This build will have a significant impact on the environment because of its elevated position. The Council strongly recommends that the Devon Air Ambulance are consulted before any decisions are made.
