Minutes 5 April 2022

A meeting of the above-named Parish Council held on Tuesday 5th April 2022 at 7.30pm in the village hall.

Present: – Cllrs. D Austin, S Cheetham, S Bastock, and J Holtom (Chairman).
Also, in attendance, were two members of the public together with the Clerk

01/04/22 Welcome by the Chairman and Introduction

The Chairman opened the meeting by stating that a planning application had been submitted that day by L&BR, and that the next meeting of the Council would mainly be devoted to that application. The Head of Planning at ENPA will be attending, as will representatives from the L&BR.

02/04/22 Open Public Participation Session

A member of the public voiced concern at the lack of clear signage on the restrictive byway leading from Churchtown Bridge to Parracombe Pleasure Ground. Either the signage was not clear, missing and/or lacking clarity. The Clerk was asked to contact ENPA to ask for clear signage.

County Councillor A Davis had sent her report by email and it will be found on the website.

05/04/22 District Council Report

06/04/22 Exmoor National Park Authority update

The Chairman summarised the meeting he had attended on that day, which included topics such as:

  • Landscape review.
  • Tourism results from last year, and what to do for next year. This is on the ENPA website.
  • North Devon National Surfing Award,
  • Lack of employees to serve the tourist industry, and lack of accommodation for the employees.
  • Climate emergency strategy and the carbon reduction strategy.
  • Local Plan.

12/04/22 Parracombe Community Trust

/1 Progress on the village shop:

Cllr. Austin reported that the shop is in the last stages of fitting out and finding suppliers. The car park needs to be tarmacked and the correct lights need to be found. It is hoped to have it open in May this year.

/2 Affordable housing project:

The Chairman reported that promising progress is being made.

/3 Village Hall:

Cllr. Austin reported that the National Lottery had been approached to fund the planning application and to obtain contract signing. Cllr. J Holtom to sort the lease out with the solicitors.

Location: BRIDGE HOUSE, PARRACOMBE, BARNSTAPLE, EX31 4PE. Proposal: Proposed loft conversion including dormer windows, roof light and other associated works (amended plans).

After a brief discussion, and as these were amended plans as per the ENPA guidelines, it was decided to support this application.

Proposal: Lawful development certificate for the existing use of former agricultural workshop to be used as domestic storage and home-office space.

After a brief discussion it was decided to have no objection to this application.

The Clerk summarised the end-of-year accounts and reported that PPC had a total of £3,341.97 on the 31st of March 2022.

The bank reconciliation was checked by the Chairman and duly signed as being correct.

The Chairman stated that he would investigate the tree inspection, and when it would start.

Cllr. S B astock reported that there had been no progress on finding a replacement Clerk, but suggested the PPC advertise in the “Shammickite” in Combe Martin and in Lynton’s local magazine.

20/04/22 Water bill for old pavilion

The Clerk reported that the application for leniency regarding the invoice for a £1,000 due to a leak was on SW Water’s waiting list.

21/04/22 Restricted byway Churchtown Bridge to Parracombe Pleasure Ground

As stated during the Public Session (02/04/22).

22/04/22 Grass cutting review

Discussion took place re the high annual cost of this item, but no firm decision was made but to wait until the next tender goes out in November 2022.

22/04/22 Correspondence

The Clerk reported that BT had returned the signed document concerning the telephone kiosk, and this was passed to Cllr. S Bastock to put in the secure Parish file.

23/04/22 To confirm the date of the next meeting.

The date was confirmed as Tuesday May 3rd at 7.30pm. This will be a short meeting holding the AGM.
