Minutes 6 April 2021

A virtual meeting of the above-named Parish Council held on Tuesday 6th April 2021 at 7.30pm
using Zoom as the internet meeting tool.

Present: – Cllr’s. S. Bastock, H Bloore and Holtom (Chairman).
Also, in attendance, County Cllr. A Davis, District Cllr.
Patrinos and the Clerk

01/04/21 Welcome by the Chairman and Introduction

02/04/21 Open Public Participation Session

No members of the public were present.

03/04/21 Police Report

As circulated to Councillors.

Concern was raised about an email sent by PSCO Grace to the Clerk which stated that there was no suitable place for a traffic speeding watch to take place in the village. The Chairman said there is good spot at the entrance of the playing field and felt sure that the PCT would not mind it taking place. The Clerk was asked to write to PSCO Grace and point this out to her. – Action Clerk

04/04/21 County Council Report

County Councillor A Davis reported items concerning:

  • Devon Recycling Centres are still open, with restrictions.
  • Devon’s Resource & Waste Management Strategy
  • Coronavirus updates from Devon County Council
  • Barnstaple Community Testing Centre,
  • Goodleigh Road closure. (the road will be CLOSED) please use A39 to get into Barnstaple.

05/04/21 District Council Report

District Councillor J Patrinos reported that there is another grant coming out from central Government called “Restart Grant” available through the District Council website. Further details can be found there.

Lynton Community Action group are to hold their next meeting in May and details can be found online and in the Lynton local magazine.

06/04/21 Exmoor National Park Authority update

The Chairman reported from the meeting held that day which reported on the reorganisation of the local Government in Somerset and how they operate.

Visitor management engagement report is now available on the website.

There will be a series of tree planting schemes on the park staring with a tree nursery at Exford Planting at Lye Common Winsford consisting of twelve hectares and about 12,000 trees, also replanting schemes in Ashcombe Gardens at Simonsbath and Landscape restoration at Larkbarrow.

The Clerk signed the Minutes on behalf of the Chairman.

10/04/21 Matters arising.

The Clerk enquired if the gullies had now been cleared and the Chairman stated that work had started but not completed as yet.

11/04/21 Casual vacancy for Parish Councillor

The Chairman stated that there was no progress to report.

12/04/21 Parracombe Community Trust

/1 Progress on the village shop

The Chairman reported that work has started on the new shop and that the groundwork is underway and that the building work has started that day.

On the fund-raising side the PTC has given an opportunity for local people to reinvest and that there has been a good response already.

/2 Affordable housing project

This is moving forward, and that the feasibility work will be underway shortly.

/3 Village Hall

This is hoped to open soon but there is work to be done and that a figure has been obtained of a minimum of £80,000 for the roof. There will be a huge fund-raising task to undertake soon.

13/04/21 Planning applications

Planning applications – new (3)

/1 62/36/21/001
Location: Agricultural Building at Blackmoor Gate, North West of Crossroads between the A399 and A39
Proposal: Proposed erection of agricultural building.
The application site is in Kentisbury & Trentishoe Parish, but part is near to the border of Parracombe Parish, hence why Parracombe has been notified.

The Council were dismayed that once again a retrospective application has been submitted but have no objection about the application as it seemed a reasonable submission. However, the Council wished to let the planning authority know of this Council’s disappointment at it being retrospective.

Proposal: Works to Trees in Conservation Area: Fell 2 no Ash Trees

The Council noted this application

Proposal: Proposed installation of ground source heat pump system comprising of 22 boreholes.

The Council support this application as it is a green project and being carbon neutral all members of the Council were in support.

Location: Land embanking route of former railway to east of Hednacott.

Proposal: Works to Trees in Conservation Area: fell 4 trees to ground level, two ash and two sycamore, in order to carry out boundary works – Consultation Stage

Proposal: Proposed variation of Conditions 2 and 9 of approved application 62/50/18/004 to allow the addition of clock tower, glazing and re-orientation of timber cladding, together with the use of first floor as sitting area/observatory. – Approved with condition

Proposal: Proposed erection of 2 no. two storey extensions. – Approved with conditions

Rowley Moor Farm, Parracombe, Devon

Proposed conversion of stables to one Local Needs Affordable dwelling. – Under consideration by Officers

Location: Land in Field to the North of the A39 West of Holwell Wood, and Land on Access track to Rowley Barton. Proposal: Proposed reinstatement of railway line, creation of cutting and embankment previously removed together with new railway bridge. (amendment to approved application ref 62/50/16/001) – Under consideration by Officers.

The above applications were noted by the Council.

/10 Other planning matters

    1. The Chairman reported that a member of the public had approached him concerning the possibility of using the old quarry as a work base. This could have employment benefits but until any application arises the Council could not comment.
    2. Bastock reported on a water report that the railway had on the National Park website concerning a risk assessment on discharge. 62/50/21/001DC. She said several parishioners had voiced concerns to her on the effect this could have on their water supplies. Concern about some inadequacies about the report.
    • Certain properties had been missed out on the report.
    • One of the bore holes was about four miles away from where the property is situated.
    • Concern was expressed about water quality.
    • Concern was expressed that there might not be regular monitoring of the water course/private water supply.
    • Lastly that there should be regular liaising between the railway and residence.

The Clerk stated that he would investigate this matter with the planning authorities.

    1. The Clerk asked Cllr. Bloore if she could update the Council with the suspected change of use at her property. Cllr. Bloore reported that she had been in touch with the planning authority who are asking for clarification of the course of the adjoining footpath and if it crosses their land. She reported that this is not the case but will furnish the authorities with the correct plans and maps and will report back at the next meeting.

14/04/21 Finance:

The Clerk stated that the end of year financial report will be given at next months AGM and that the internal auditor was checking it through at the moment.

Cllr. Bastock asked if the Clerk had been approached concerning a sum of £2,000 from the PTC. The clerk responded by saying no, but a written request should be made.

Cllr. Bastock suggested that this could take place at a future Parish get together.

19/04/21 Phone kiosks. Present situation and future

The Chairman reported that the phone box needs a coat of paint and a pane of glass replacing. To be discussed at the next meeting

20/04/21 DALC Zoom meeting attended by the Chairman & Clerk – “Decision making from the 7 May”.

The Clerk reported that central Government wishes Parish Councils to revert to meetings as they were before lock-down after the 7th of May. The Clerk pointed out all the precautions necessary in order for this to happen. It is hoped that as Parracombes next meeting is before the 7th, and the fact that we should not need a meeting in June, that the law might change before our next meeting.

21/04/21 Defibrillators

The Chairman stated that the Parish Council have been approached to purchase a new defibrillator near the Fox and Goose Inn. Proposed by Cllr. Holtom, seconded by Cllr. Bastock and carried unanimously to purchase two for the price of one.

21/04/21 To confirm the date of the next meeting. This is the AGM – Tuesday 4th May 2021 at 7.30pm
