Draft minutes of a meeting held on Tuesday 8th January, 2019 at the village hall, Parracombe.
Councillors present: Mr J Holtom (Chair), Mr D Austin (Vice-Chair), Mr S Cheetham, Mrs S Bastock, Mr K Green, Mr W Fawcett , Mrs D Harding. Cllr Andrea Davis.

- POLICE MATTERS Newsletter has been forwarded to Cllrs. There were 2 reported crimes for Parracombe and Martinhoe, one possession of a class A drug, the other a burglary. A speed watch for the village has been requested but first data needs to be collected to prove a need. This involves speed tubes in two locations in the village- we have requested input as to where theses are positioned. If a need is proved then at least 6 volunteers will have to be trained to carry out a speed watch. Cllr Fawcett to liaise with PCSO Grace.
- DECLARATIONS OF INTEREST Cllrs Holtom and Harding re planning at Sunnyside Bungalow- neighbours.
- PUBLIC CONSULTATION Cllr Davis presented her report which detailed the schedule of road works at the Tiverton end of the A361. Affordable housing- It was asked whether ENPA would waive planning fees for affordable homes and also if compulsory purchase was an option for empty homes? We do not know the about planning fees but do know that ENPA did not adopt a compulsory purchase policy for empty homes. Parracombe is on the list of local councils to get part of the funding for affordable homes from NDC which has been provided by central government. Village Hall- This is now owned by the PC funded by a loan from PWLB. The loan taken out to pay for insulation will be re-paid via the FIT from solar panels. Write to ENPA to inform of the change in ownership of the hall so that any correspondence can be addressed to the PC including FIT payments coming to the PC once the loan is re-paid.
- PLANNING West Middleton shed extension approved. 62/50/18/006 Proposed two storey extension and alterations to the existing property. Re-submission of withdrawn application 62/50/18/003. (As per amended plans). Ivy Cottage, Parracombe. We welcome the changes made to the plans, however, the statement needs updating to reflect all the changes and in particular removal of the balcony. We would prefer to see a window in the SW elevation of the first floor, rather than a door, as there may still privacy issues for the neighbours. 62/50/18/012 Retrospective erection of domestic garden shed. Sunnyside Bungalow, Parracombe. There were no objections in principle, some concerns were raised regarding intended use. Sunnyside Farm- update- still negotiating with ENPA, a deviation on policy had been agreed prior to the application but was changed after there was 1 objection. Old Smithy- new oak door has been installed in the alcove created by removal of the double doors on the driveway. This to be reported. Conservation Area review – ask ENPA for an update.
- MINUTES OF THE PREVIOUS MEETING Minutes for the 6th November, 2018 were agreed and signed.
- MATTERS ARISING FROM THE MINUTES Village Hall purchase- PWLB money has been received and used for the purchase of the Village Hall, which is now owned by the Parish Council. A new lease agreement will be drawn up and the hall will be let to the Parracombe Community Trust for a peppercorn rent and run by them for the village. An audit has been carried out and there are plans to paint the outside and for a new sign. Parracombe Community Trust- A letter has gone out to the Parish re a meeting on 16th January, 2019 which is being held to elect a board of trustees. Shop, Alan Dart has been to look at extending the car parking area at Coronation Playing field and has sent an estimate for the work which could include a pull in for buses. Notice boards- The first new notice board is in use in the Fox and Goose car park the other is to go up at Bodley Cross. Tarr Path- The groundworks company , who were looking at car parking solutions for the playing field also looked at the surface of Tarr Path. They reported that the surface was in generally good condition and there is nothing urgent that needs doing. Clerk to write to James Tucker with this information. Highways- Cllr Bastock has produced map of village drains and gullies those that are blocked have been reported to push for cleaning. Map will be circulated to Cllrs. Thank you.
- OTHER MATTERS CORONATION PLAYING FIELD & PARK PAVILLION a) Coronation Playing Field- Nothing to report, Cllr Bastock will speak to Bruce Edgington to see if any safety issues have arisen. b) Pavilion- sketch plans for conversion have been drawn and all elements will be put together before going to committee and pre-planning. c)Hard Court- the long bank above the court needs clearing. Try to get a large work party to do this over the winter. Hard court is very mossy again. Cllr Austin to ask Sport England regarding surfaces when he speaks to them about the Pavilion plans.

VAT reclaim of £2953.80 has been received.
Budget for 2019/2020- Precept of £8870.00 has been confirmed by NDC.
- CORRESPONDENCE Caroline Gatrell- re Definitive Map Review- reminder that all responses should be in by 1st February, 2019.
- MATTERS AT CHAIRMAN’S DISCRETION There was a reported incident at the playing field in November. Cllr Harding contacted Ontrack Education on our behalf and the Headmaster has sent apologies from the school and explained it was part of an ongoing argument.
